Amendments to Electoral Code stem from new Constitution – MP

According to Levon Mnatsakanyan, a lawmaker from the ruling Republican Party, the amendments proposed to Armenia’s Electoral Code stem from the requirements enshrined in the new Constitution.

“I have always backed the first-past-the-post voting procedure, which I back now too and will keep backing also in future, but to meet the opposition’s calls half-way, a proposal was made to adopt the 100% proportional representation system,” he told reporters on Thursday.

Lyova Khachatryan, an opposition MP from the Prosperous Armenia party also attending the news conference, said he doesn’t think the authors considered the population’s opinion when drafting the bill.

“But this bill can be said to imply a 120% majority voting system. We have to admit that there are many gaps in the Electoral Code,” he noted.
