Control Chamber to turn into auditing body- Gagik Minasyan

Gagik Minasyan, the head of the Armenian National Assembly’s Standing Committee on Financial-Credit and Budgetary Affairs told Tert.am that the amended Constitution requires structural changes.

“If we compare the Control Chamber’s functions with those of the Auditing Chamber, their objectives are practically the same, i.e. – effective management of public funds and public property.

But what has essentially changed in the Constitution is the higher degree of independence for the Control Chamber to reframe the scope of its activities.

The Auditing Chamber will be considerably more independent that the Control Chamber we have today.

The parliament largely exercises its control function by approving the Control Chamber’s annual plan of actions,” Mr. Minasyan said.

The lawmaker noted that the reform is in line with the INTOSAI (International Organization of Supreme Audit Institutions) principles, which require that auditing chambers enjoy absolute independence.

“The independent body should remain privy to political statements to enjoy a higher degree of public trust. Its activities must be extremely transparent and controllable by both the society and parliament.”

“While the Control Chamber reports on its activities only once a year, submitting a summary of annual accomplishments, the Auditing Chamber will be required to submit interim reports several times per annum.

They must be heard in parliament 10 to 15 times per year, but the parliament is not expected to approve the plan of actions submitted by that body”, he added.

The National Assembly will be the authorized body to nominate and elect members of the Auditing Council.
